Self-Control Protocol
The Royal Decree 742/2013 introduces the obligation to have a Self-Control Protocol for health risk management and to ensure the healthiness of the facilities.
Obligation in Andalusia
Additionally, Decree 485/2019 from the Andalusian Government extends the scope of application of the Mandatory Self-Control Protocol for Swimming Pools, including community pools of 20 or more homes.
Responsibilities

Swimming Pool Self-Control Protocol

In Article 17, point 4, D. 482/2019 indicates that the pool owner must have a specific Self-Control Protocol for the pool, preferably in electronic format which will include at minimum the following aspects: Water treatment for each pool basin. Water and air quality control for indoor and mixed pools. Pool maintenance. Cleaning and disinfection. Safety and best practices. Pest control plan. Management of service providers and entities.

Swimming Pool Water Analysis

Article 8 of D. 482/2019 establishes that the pool owner is obligated to perform water and air controls in the case of indoor pools. These analyses will be carried out as follows: One specific analysis prior to opening. Another monthly analysis while it is open to the public. Infractions
In Article 22, point 5, section b, it is considered a serious infraction: "The concealment, alteration or absence of the Pool Self-Control Protocol."
Penalties
Article 23. Non-compliance results in penalties ranging from 3,001 to 15,000 euros.
